Fractional CTO vs. dev agency: what non-technical founders actually need

If you can't read your own codebase, every technical decision comes down to trust. That makes the incentives of the people advising you as important as their skills. Here's how the three common options compare.
The development agency
An agency sells development hours. That's valuable when you need a lot built quickly — but it means the people assessing your existing app are the same people who'd be paid to rebuild it. "It's unmaintainable, we should start over" can be true. It is also always good for the agency.
The freelancer
A good freelancer is cost-effective for well-defined work. The gap is usually direction: someone has to decide what to build, write specifications, and check the result. If that someone is you, and you're not technical, quality becomes hard to judge until something breaks.
The fractional CTO
A fractional CTO gives you senior technical judgment for a few hours a week, without a full-time salary or equity. The role is to own decisions — architecture, security, vendor choices, what to build next — and to make sure the people building do it well.
How they compare
- Incentive: agencies and freelancers earn more when there's more to build; an independent advisor earns the same either way.
- Cost: agency projects often run tens of thousands of dollars; a fractional CTO is a predictable monthly fee.
- Accountability for quality: an independent reviewer can check the builders' work; builders can't independently check their own.
